In less than two decades, an Indian tribe in Connecticut has created the world's largest casino resort. It sees a rich payoff in Phila.

The Indian tribe at the rear of Connecticut's Foxwoods Resort Casino, which has developed from a bingo hall to the world's biggest casino resort in less than 20 years, had been searching for a new challenge.

It may have found one in its effort to build a slots parlor on the Delaware riverfront in Philadelphia.

Rumored to be considering a Pennsylvania slots parlor for more than a year, Foxwoods Development Co. applied for a gambling license on Wednesday with the Pennsylvania Gaming Control Board.

In pursuing the site on South Columbus Boulevard between Reed and Tasker Streets, Foxwoods and its partners have placed their bet on a 16-acre location that has been identified as a likely gambling center since Gov. Rendell was mayor of Philadelphia.

About 20 firms have demonstrated that they have filed applications in search of one of the 14 licenses on hand. The board itself will not verify who has done so, but aims to announce a list in the beginning of January.

"The Pennsylvania and southern New Jersey markets are much like our friends and patrons back home in the Northeast - great household incomes and strong population numbers, with folks near you already attuned to the significant Atlantic City market," Bill Sherlock, president and chief executive officer of Foxwoods, said yesterday.

Foxwoods is challenging four other firms: Chicago-based Sugar House Gaming, Planet Hollywood, Trump Entertainment Resorts Inc., and Pinnacle Entertainment Inc., of Las Vegas. All five are competing for one of two gambling licenses tied to the city.

Belonging to the Mashantucket Pequot Tribal Nation, Foxwoods does not disclose its earnings like publicly traded casino companies do. But industry observers say the billion-dollar Indian casino is one of the most lucrative in the business.
